Newport Beach, California, Mayor Will O’Neill is blowing up state legislators after the Coast Guard nailed 21 travelers that got on a watercraft virtually a mile off the coastline on Thursday.

“We come across boats on a regular basis,” Coast Guard Chief Petty Officer Levi Read informed the terminal. “Not all the time do they have that many people on it, though.”
