Five- year-old lady fined ₤ 1,000 for fly-tipping

A five-year-old lady has actually been fined ₤ 1,000 by her regional council for fly-tipping.

Conservative- run Harrow council contacted the youngster in November 2024 declaring that she had actually been “witnessed by a uniformed officer… committing the offence of fly-tipping”.

The north-west London authority released her with the repaired charge notification (FPN) and endangered court process after a parcel with her name on it was located on a neighboring road.

The penalty was later on terminated after a councillor increased their “ridiculous” instance with the council.

The lady’s papa, that decreased to be called, claimed the family members got a letter dealt with to his little girl on Nov 20 in which she was accused of fly-tipping.

He claimed the upseting parcel had actually initially been dealt with in “over-filled communal bins” at the block of apartments where the family members lives, which he claimed regularly went uncollected.

The male declared he had actually tried to appeal the great 10 times prior to going to a council recommendations session at Harrow’s collection, where he was informed to report it online or by telephone.

‘Final reminder’ sent out

“I sent an email to the specified address but it bounced,” he claimed. “I called the council and after a 40-minute wait was put on to someone who told me that they could do nothing about this and then hung up.”

On Dec 5, a “final reminder” letter was sent out to his little girl requiring that the ₤ 1,000 be paid by Dec 19.

The letter alerted that the council’s enforcement group was readied to start “court proceedings against you”, which might cause a maximum fine of £2,500, lawful expenses and “a criminal record”.

The papa after that came close to Cllr Stephen Hickman that increased the instance.

‘Process very stressful’

“It is right that the council enforces fly-tipping but residents expect a fair process where the information is correct and an appeals process that is transparent,” Cllr Hickman claimed.

“Charging a child is ridiculous and the process has been very stressful for their father.”

At a conference of the council’s cupboard on Dec 17, Cllr Pritesh Patel, that is in charge of cleaner roads and public safety and security, claimed he would certainly consider the instance.

Cllr Paul Osborn, the leader of the council, informed the conference: “I’d like to find a child who could afford to pay £1,000 fine at five years old. Obviously that is totally unacceptable and we will look into any of those accusations.”

A spokesperson for Harrow council claimed: “It is not council policy to fine children. This has now been investigated and the fine has been cancelled by our enforcement agent.”

A spokesperson for APCOA, the professional used to provide FPNs, claimed: “APCOA has already contacted the family concerned to apologise and confirm that the FPN has been cancelled.

“We have also taken steps to avoid a similar situation recurring as this case has not met our usual high standards of service.”
