Secret reforms include:

- Obligatory Tags: Compulsory water efficiency labels on appliances.
- Devoted Teams: Company-specific teams to monitor individual companies.
- New Regulatory authority: Replacing Ofwat to provide appropriate financing.
Critics say the reforms do not resolve basic problems of privatization and earnings prioritization which air pollution is the origin of the water dilemma.
